Dr. Eyal Peleg is a lecturer at the School of Law and the Department of Public Administration and Policy at Sapir Academic College.

Dr. Peleg earned his Bachelor’s Degree in Law (LL.B), followed by a M.A. in Law (LL.M) and a PhD in Law, all from the Law Faculty, Tel Aviv University. His areas of research are Administrative and Constitutional Law, Poverty Law, Public Law in an era of privatization, and Law & Culture.

Dr. Peleg published two books. These books have been a major influence on the public law discourse (literature and courts judgments) of privatization, welfare and contextual administrative law.

Privatization as Publicization – Privatized Bodies in Public Law (Ramot - Tel-Aviv University, 2005)(241 pages, in Hebrew) was designed to contribute to an understanding of privatization as an issue at the core of public law. The crux of the book centers on the question: "What will happen after privatization?" It does not intend to negate privatization but rather urges to develop it in a way that will realize its goal as a process designed to improve the public good. The book outlines the legal regime that should apply to privatized bodies from Public Law Perspective. 

The Poverty Challenge of Administrative Law (Resling – Law and Society series, November 2013)(814 pages, in Hebrew) attempts to develop the administrative law which is intended to be applied to the encounter between poor people and the administrative officials in the welfare authorities. The book is based on an overall contextual insight with regard to administrative law – an insight which holds that existing administrative law is overly generalized, and that measures must be taken for its optimal accommodation to the characteristics and needs of the various contexts of public administration activity – an insight of area-related contextuality for administrative law.
