Raphael Bar-El is Professor Emeritus at Ben Gurion University and faculty member of the of the Applied Economics Department at the Sapir Academic College, where he established the specialization of entrepreneurship and innovation. In the last few years he led a project on policy measures for the achievement of a better distribution of income through economic regional development and a project on innovation development in one of the states of Brazil (Ceara), in cooperation with the local universities, the state government and the Federation of Industries. He is the head of the “Committee for Innovation in Peripheral Regions” within the “National Council for Research and Development” in the Israeli Ministry of Science.
He was the Director of the National Economic Planning Authority, at the Ministry of Economy and Planning. He participated in the research and regional development planning in various countries such as Turkey, Argentina, Philippines, Paraguay, Brazil. He was the leader of the planning team of the economic part of the project “Israel 2020” and of the “National Master Planning” team (“Tama 31”).
